Founding Partner

Jeffrey B. Shapiro

Jeffrey B. Shapiro represents individuals and businesses in New York state and federal courts. His practice includes real estate transactions, municipal and land use matters, commercial and civil litigation, and federal civil defense.

Jeffrey has been published by the Saratoga Business Journal on legal developments affecting business owners. He was named Best Oral Advocate at Albany Law School's Senior Prize Trials and has been featured in the New York State Bar Association's Member Spotlight.

He serves as a Criminal Justice Act panel attorney for the U.S. District Court for the Northern District of New York, representing clients in federal criminal matters. In 2025, he was appointed a director of the Warren County Bar Association. He also volunteers as a guest judge for the University at Albany's Mock Trial and Moot Court programs.

Founding Partner

Jason R. Thomas

Jason R. Thomas advises businesses, public entities, property owners, project sponsors, and individuals on municipal and land use matters, zoning and planning, real estate, environmental review, code enforcement, contracts, and transactions. His experience includes work in New York local government, state government, and private practice.

Before founding Shapiro Thomas PLLC, Jason served as Assistant Corporation Counsel for the City of Albany and as an Excelsior Fellow with the New York State Department of Financial Services Health Bureau. He also practiced in Whiteman Osterman & Hanna LLP's Land Use and Development, Real Estate, and Environmental practice groups.

Jason previously operated a boutique pro bono practice assisting individuals who had recently arrived in the United States and needed legal support.
