Pitt Ohio terminal expansion comes before Bethlehem Planning Board.

The proposed redevelopment at 37 Frontage Road combines an industrial site-plan review with wetland, stormwater, circulation, utility, and steep-slope issues.

The Town of Bethlehem Planning Board's August 18, 2026 agenda included possible SEQRA and site-plan action on the proposed redevelopment of an existing trucking terminal at 37 Frontage Road in Glenmont.

Rehabilitation and expansion of an existing terminal

According to an August 13 memorandum from Town planning staff, Terminal Properties of NY, LLC proposes to refurbish the existing terminal building, add a maintenance shop at the rear, construct a fuel island, and improve stormwater facilities, utilities, and parking. The approximately 20-acre site consists of three parcels in the Rural Light Industrial district.

The application first appeared before the Planning Board in July 2025. Since then, the applicant has revised the plans in response to comments concerning access, circulation, parking, stormwater, grading, wetlands, utilities, and steep slopes.

A site plan shaped by environmental and infrastructure details

The staff memorandum describes a single site entrance leading to an internal intersection that separates truck traffic from passenger vehicles. It also reports that the applicant projects fewer morning and evening peak-hour vehicle trips than the terminal's prior use and proposes 82 employee and visitor parking spaces.

Wetlands are a central part of the record. The meeting packet includes state correspondence, a wetland evaluation, a validated delineation, a mitigation plan, and federal permitting materials. The staff memorandum states that the current plan would affect 0.05 acre of federal wetland. It also identifies a 0.25-acre conservation area proposed for permanent protection as part of the site's stormwater design.

Other items include a multi-sector stormwater permit for industrial activity, geotechnical recommendations for work near steep slopes, test pits and private easements for utility lines serving a neighboring property, a new protected hydrant, landscaping, lighting, and the eventual merger of the site's three parcels.

Draft actions were before the Board

The August 18 meeting packet labels both the proposed negative declaration and site-plan approval as drafts. Staff recommended that the Board act on those documents, with remaining engineering and site-plan items addressed through conditions.

As of August 20, the Town meeting portal reviewed for this article did not show posted minutes for the August 18 meeting. The packet establishes the scope of the proposal and the actions prepared for consideration, but not whether the Board adopted either draft or changed its terms. A final determination should be confirmed against the later minutes and executed approval documents.
